Tim is an economist specialising in the application of economic analysis and theory to decisions affecting natural resources, energy, transport, land-based industries, natural and urban environments. His work includes cost benefit analysis, policy and tariff design, asset valuations, price and demand projections.

In 2022-24 he worked for the Ministry for the Environment, leading the development of an Emissions Trading Scheme (ETS) market model (to predict market demand and price) and coordinated the inter-departmental modelling for the 2nd Emissions Reduction Plan, including emission projections and the effects of policy.

His consultancy work has included:

  • cost benefit analyses of policies and projects that include: Resource Management Act reforms, the Essential Freshwater policy package, the He Waka Eke Noa proposals for agriculture emissions pricing, the National Policy Statement on Urban Development, flood protection schemes and deposit-refund schemes
  • non-market valuation, eg leading the study to produce an updated value of statistical life for NZ, and providing the economic inputs to the Health and Air Pollution in NZ study
  • pricing, eg setting the gas price under regulation for a Critical Contingency, congestion pricing options analysis, electricity transmission pricing options analysis, design of systems of water and waste water tariffs
  • projections including coal prices, energy fuel demand and supply, waste volumes, GHG emissions, regional port throughput volumes (based on industrial production projections)
  • policy design, including membership of the small team designing the NZ ETS, plus analysis of options for incentivising electric vehicles, household waste recycling, water trading, oil security, biodiversity credits, higher quality buildings (Guarantees & Insurance Products)
